Op. 81 makes the central distinction of the entire concealed-government unit. There are two governmental orders, both real, both operative. The concealed one grounds free will; the revealed one operates as the visible Partzufim of Atzilut. The chapter is brief but architecturally crucial.
The concealed governmental order is the root of free will. This is one of Klach's strongest structural-philosophical claims. Free will is real — meaning that human choice has cosmic consequence — because the concealed governmental order genuinely accommodates the consequences of choice, holding them in the cosmic register, integrating them into the cosmic-operational fabric. Without the concealed order, free will would be a surface-level appearance with no cosmic depth; with it, free will is structurally real.
The revealed governmental order is the Partzufim of Atzilut. The Partzufim — Atik Yomin, A"A, Abba and Imma, Zeir Anpin (Z"A) and Nukva — are what we see of the cosmic government. Their operational anatomy, their coupling-modes, their cycles of pregnancy and birth — all of this is the revealed layer. Behind it, the concealed layer (the unique-arrangement-of-MaH (gematria 45)-BaN (gematria 52) connections per Partzuf) is operationally active without being visible.
The two orders are not in tension. The revealed order is the outer face of the concealed order; both are operational; both are required for the cosmic government to run. Op. 100 will state the methodological rule that lets us investigate the revealed without violating the concealed: the manner of clothing is investigable; the underlying reasons are beyond comprehension.
Op. 84 will say that every Partzuf has two aspects — concealed combination of MaH-BaN inside, revealed function outside. Op. 138 will operationalise the concealed-revealed distinction at the closing-chapter level.
