A creature one level higher than human is an angel (a different kind of being entirely); one level lower is an animal (also a different kind). The consequence for the general repair: every level contributes its specific operational portion. The angels do what angels do — operating in the cosmic-spiritual realm without moral choice. The animals do what animals do — operating in the natural-physical realm without rational choice. Humans — exactly at the level Op. 14's Highest Thought calibrated — do what humans do: moral service that integrates the cosmic-spiritual and natural-physical realms.
The cycle of governmental order — the recurring rhythm of cosmic governance — operates through this calibrated structure. Every level contributes; every part serves; nothing is in vain. The Op. 50 exact measure doctrine is the structural-philosophical anchor; Op. 68 generalises it to every part.
