The repair of Malchut is by man. The hand of Heaven innovates; the hand of man reinforces and completes — and the cycle's reward and punishment purpose is grounded here.
Op. 47 said Malchut was robbed — left incomplete after the upper repair. Op. 48 names who completes the repair. The cosmic government left Malchut's repair to man, and this fact is the structural foundation of reward-and-punishment, free will, and the cycle's deed-dependent operating mode.
The distinction is precise. Hand of Heaven (the cosmic action that innovates) sets up the cosmic structures, performs the original selection-and-cleansing, completes the repair as far as the cosmic government can without human input. Hand of man (human service) does the work the cosmic government has deliberately left undone: it reinforces the upper repair by enacting it operationally, and it completes the repair of Malchut directly.
Why this division of labour? Because the purpose of the cycle (Op. 3) is to bestow the ultimate good on creatures who have earned it. The earning requires work. If the cosmic government completed everything itself, there would be no work for the creatures, and the bread-of-shame doctrine would be violated. By leaving Malchut's repair to man, the cosmic government creates the structural conditions in which human service has real cosmic effect — and therefore the conditions in which the bestowal can be earned rather than merely given.
Reward and punishment are the operational form of this division. Reward is the cosmic flow that becomes available when human service has accomplished its repair-portion. Punishment is the cosmic restraint that operates when human service has fallen short. Both are real operational facts, not just spiritual feedback. The cycle's deed-dependent operational mode (Op. 138) is built on Op. 48's framework.
The phrase man's choice gives control is striking. Free will, in this picture, is not just moral freedom but cosmic power — the choices a creature makes have cosmic operational consequence. The Op. 1 strong oneness is preserved (His Will remains in absolute control), but within that Will, He has delegated a specific operational role to creatures, with real consequences.
