The revealed governmental order of Atzilut is the visible face of cosmic governance — the Partzufim of Atzilut as they actually appear and operate, in contrast to the concealed governmental order that holds the unique MaH (gematria 45)-BaN (gematria 52) arrangements (Op. 84).
The term enters substantively at Op. 81 (the concealed governmental order — root of free will — vs. the revealed governmental order = Partzufim of Atzilut). The chapter establishes the canonical pair: concealed and revealed are both operationally real, but only the revealed is investigable directly.
Op. 82–84 unfold the relation: composition history hidden, role visible (Op. 83); every Partzuf has two aspects — concealed combination of MaH-BaN inside, revealed function outside (Op. 84).
Op. 90 (A"A's revealed function as the root of all Atzilut Partzufim). Op. 95 (A"A's two anatomical accounts — Skull-and-Brain and Three Heads — are accounts of the revealed governmental order). Op. 100 (the way one power clothes itself in another indicates how the wearer directs the garb — the manner is investigable; the underlying reasons are not).
This concept travels with concealed governmental order (the complementary mode), Partzufim of Atzilut, MaH-BaN unique arrangement, and hitlabshut (the manner of clothing is the visible/investigable face of the revealed order).
The revealed governmental order is what we can see and study. The concealed order grounds it without being directly visible. Every operational claim in the second half of Klach is at the revealed level — even when it presupposes concealed structures (radla, foreknowledge, the unique arrangements). The methodological discipline of the second half is to investigate the revealed while respecting the limits of the concealed.
