The main governmental order in Zeir Anpin and Nukva is the operational form the cosmic government takes at the level closest to creation. Z"A and Nukva are the immediate cause of this world (Op. 115); the higher Partzufim are indirect cause. The main governmental order is the visible, deed-relevant form of cosmic governance.
The concept becomes substantive from Op. 116 (Abba and Imma direct Z"A through his Mental Powers; CHaDaR runs through Z"A from body up through Mochin because this is what is required for the entire cycle of six thousand years).
