The argument

The six thousand years are the cycle's middle phase — the temporal extent during which human service is performed and cosmic Couplings accumulate. All required Couplings are the operational moves the cosmic government performs across the cycle; each Coupling produces a specific cosmic-operational effect; together they constitute the cycle's complete work.

Culminating in complete repair for ever to eternity: the cycle's terminus is not just the end of the six thousand years but the transition from cyclical-now to eternal-after (Op. 97's three governmental modes). The repair is complete; the rule of unity (Op. 30) takes operational effect; the cosmic government enters the eternal mode.
