The Unknown Head (radla) is the foundational source of the unique-arrangements-of-MaH-BaN.

The argument

The entire cosmic government depends on both. The Three Heads provide the operational structure — the three columns through which Kindness, Judgment, and Mercy flow as Zeir Anpin (Z"A)'s CHaDaR. The Unknown Head provides the foundational ground — the unspecifiable source from which the unique combinations of MaH and BaN emerge into the Partzufim.

The pairing is structurally crucial. Without the Three Heads, the cosmic government has no operational form (no three-column structure for governance). Without the Unknown Head, the cosmic government has no foundational ground (no source for the unique arrangements that give each Partzuf its identity). The cosmic government runs only when both are operative.
