The argument

The cosmic government has temporal rhythms at the operational level (weekday/Shabbat, the cycle of years, the macro-cycle of six thousand years). These rhythms occur at the revealed governmental order. At the radla level, time as we know it does not apply. The combinations there rule as one all the time; they are always operative, never paused, never differentiated by temporal phase.

The consequence is structural. Whatever operational rhythm appears at the lower levels — the cycle's phases, the daily-weekly-yearly liturgical cycles — radla is the constant upstream that makes the rhythms intelligible. Without radla as the constant root, the rhythms would lack a structural backdrop.
